become moderately efficient in their own particular work they were removed, sooner or later, generally much against their own wish-

or driven to retire on pension, when the work of training raw material recommenced. As this had the effect of removing the seniors to pension and, at the same tine, the efficient juniors to other departments, it follows that we had nobody with the necessary knowledge and experience to promote from the lower grades, while the men sent to us from other departments had neither the knowledge, experience, or capacity required, having been chosen, almost without exception, from among those whom no head of a department would con- -sent to employ. In other words, the best clerks were taken from the Harbour Department, and their places filled with the worst from other departments. This has been the practise since 1900. I, as head of the Harbour Department, which is a technical and pro- -fessional department, have been consistently ignored in matters vital to the department; I have been kept in ignorance of action taken in respect of the department; my recommendations on techni- -cal and other points have been consistently ignored, and on more than one occasion I have not been permitted to be heard in support of such recommendations. As a result of this treatment my useful- -ness in the post is seriously impared, as I have not been permit- -ted to perform the duties for which I am appointed. Finally, I have been mulcted, since I entered the Colonial Service, of a sun in the neighbourhood of £300, made up as follows
